ORDER EXECUTION CAPABILITY ASSESSMENT
What is Order Execution Capability Assessment (OECA)?

Selecting a supplier is one of the most critical procurement decisions in any renewable energy project. However, conventional procurement assessments do not always confirm whether a supplier can successfully execute your specific contract.

If execution risks are not identified before contract signature, buyers may face delivery delays, quality issues, contractual disputes and costly project impacts when changing suppliers is no longer practical.

An Order Execution Capability Assessment helps buyers identify and mitigate these risks before commercial commitments are finalized.

What Is an Order Execution Capability Assessment (OECA)

Few procurement assessments evaluate a supplier’s ability to execute a specific buyer contract before it is signed. An Order Execution Capability Assessment (OECA) was created to address that gap.

An OECA is an independent assessment of whether a selected supplier can successfully execute your specific project based on its unique technical, commercial, and execution requirements before contractual commitments are finalized.

Unlike a traditional factory audit, which evaluates a manufacturer’s general capabilities, an OECA assesses whether the supplier has the operational readiness, production capacity, quality systems, supply chain, resources, and execution capability required to deliver your contract as agreed.

Performed after supplier selection but before contractual commitments are finalized, an OECA provides a unique window of opportunity to identify, discuss, and address execution risks while commercial decisions can still be influenced—before they become costly delays, disputes, quality issues, or schedule impacts during production.

Why OECA

Why Buyers Need an Order Execution Capability Assessment

information on Factory audit to OECA to Pre-production inspection

At this unique stage in the procurement process, buyers have both the technical insight to properly evaluate execution capability and the opportunity to act on the findings before they become locked into the project. This allows potential issues to be addressed while meaningful commercial and technical decisions can still be made.

Rather than relying on assumptions, buyers receive an independent assessment of whether their selected supplier is prepared to deliver the project as agreed.

What OECA evaluates

What an Order Execution Capability Assessment Evaluates

An Order Execution Capability Assessment evaluates whether your selected manufacturer can successfully execute your specific project, not simply whether they are a capable manufacturer. The assessment is tailored to your contract requirements and examines the capabilities needed to deliver your project as agreed.

Can the manufacturer meet the quality requirements of your project, including the inspections, testing, and quality assurance processes your contract requires?
Does the selected manufacturing site have the capacity, organization, equipment, and production capability to manufacture your project according to the agreed requirements and schedule?
Are the materials, suppliers, and supporting processes in place to reduce the risk of shortages or disruptions that could delay production?
Can the manufacturer realistically deliver your project within the agreed timeline, considering competing orders, available capacity, and the specific demands of your contract?
Why STS

Why Buyers Choose STS for Order Execution Capability Assessments

Superior Technical Expertise. Unique Buyer-Side Independence.

Contract Execution Readiness

An Order Execution Capability Assessment requires expertise that extends beyond traditional factory auditing. STS brings together specialists in manufacturing, engineering, quality, supply chain, and project execution to evaluate whether a supplier can successfully deliver your specific contract, not simply whether it is generally capable.

Independent Buyer Perspective

STS works exclusively on behalf of buyers and has no commercial relationships with the manufacturers we assess. Every finding and recommendation is based solely on objective technical evidence, providing buyers with an independent perspective they can trust when making supplier selection and contracting decisions.

Frequently Asked Questions

Frequently Asked Questions

An Order Execution Capability Assessment (OECA) is an independent technical assessment that determines whether a selected supplier can successfully execute your specific contract before contractual commitments are finalized. Unlike a traditional factory audit, which evaluates a manufacturer’s general capabilities, an OECA assesses whether the supplier has the operational readiness, production capacity, quality systems, supply chain, resources and execution capability required to deliver your project according to the agreed technical and commercial requirements.

A factory audit and an Order Execution Capability Assessment (OECA) serve different purposes and are often complementary. A factory audit evaluates a manufacturer’s facilities, quality systems, production processes, and general manufacturing capabilities. An OECA evaluates whether a selected supplier is prepared to successfully execute your specific contract by assessing project-specific factors such as manufacturing readiness, production capacity, supply chain resilience, quality readiness, and delivery capability.

An OECA is typically performed during the supplier selection stage, before the final contract is signed. This allows buyers to identify execution risks while technical and commercial decisions can still be influenced. Where supplier policies require contract signature before an OECA can be completed, STS recommends including contractual provisions that require the supplier to satisfactorily meet the agreed OECA criteria.

Each OECA is tailored to the specific project and contract requirements. Depending on the project, the assessment evaluates manufacturing readiness, quality readiness, supply chain readiness and delivery readiness. STS reviews contractual documentation, manufacturing capability, production capacity, quality systems, testing facilities, supply chain resilience, previous project experience and the supplier’s ability to manufacture and deliver the order without deviation from the agreed requirements.

An OECA helps identify execution risks that may not be visible during a standard factory audit. These may include insufficient manufacturing capacity, production constraints, inadequate testing capability, supply chain vulnerabilities, limited experience with similar projects, poor alignment between commercial commitments and manufacturing operations, and potential delivery delays. Identifying these risks early allows buyers to negotiate mitigation measures before contractual commitments are finalized.

An OECA is particularly valuable for independent power producers (IPPs), developers, EPC contractors, investors and other buyers selecting suppliers for medium and large renewable energy projects. It is especially beneficial when:

  • Working with a new manufacturer with limited previous project experience.
  • Sourcing from a new manufacturing facility or region where execution capability has not yet been verified.
  • Placing large-volume or high-value orders where delivery delays or non-conformance could have significant commercial impact.
  • Procuring equipment with project-specific technical requirements that exceed standard market specifications.

STS provides a comprehensive Order Execution Capability Assessment Report containing an independent evaluation of the supplier’s capability to execute the specific project. The report includes a Go, Conditional Go or No-Go recommendation, identifies deviations and areas of risk, and provides recommended mitigation actions and fallback strategies to support informed procurement and contract decisions.
